I am an Imperial aligned mayor, but our city is mixed ... we just realized that most of the city is showing up imperially aligned even tho I have not declared the city factioned. It has been suggested that it's due to my being Imp when structures were placed. I am thinking about switching to neutral and pulling/replacing all the structures except for the city hall building.
My question is this .... after I go neutral and pull/replace all of the structures so they show up as neutral, if I re-enlist as Imerial, will they show up as Imperial again or will the stay neutral?

The structures are whatever you were when you placed them, so yes you can go neutral and replace them and then return to imperial without the structures being marked as imperially aligned.
