this might be one of the side effects of the GCW changes in publish 13. you can check if the imperials are winning on your planet, if so that's probably it

There are a few isolated incidents of this happening in Eclipse also. But in most of those cases a jedi was detected and an NPC was seen asking for reinforcements. Perhaps something similar happened in your case. Or perhaps a random scan found slices or spices and reinforcements were called. My bet is something scan related and those are the reinforcements. Otherwise they're a defence against unwanted mobs around town that may aggro your crafters or a faction farm for rebels.

If any of this is true, it needs to be addressed immediately. It's bad enough we have creature mobs in cities. Even as an Imperial I understand that this is just no good. My heart goes out to the victims of this idiocy.

Maybe if you guys would just forsake your silly little Rebellion we wouldn't need to send troops to your city all the time.

I've noticed that a lot more non-Mission Nym Camps have been popping up around the outside of my city. Which is fine with me, as I personally have declared open war on Nym and all who work for him. But just look at it this way, i'm giving the Lokian economy a big boost by creating all these new jobs, because one a week or so, Nym must hire a whole new set of guards.

We had troops dropped down in Stargate yesterday and that included a nova trooper with them. But it was on the outskirts of town, not in the main area, but yes, still in town.
