Why not add all the citizens to your friends list, then you can see who logs on and when, etc, etc
That would only work if you were to stay on from relative server up to server down otherwise you could easily miss some people. Also, I have a long friends list as it is I'd rather not add 70 more names to it and have a hard time finding any of my real buddies.

I once saw a very good "tip" on these boards to find out which citizens are actually playing, so appologies for stealing it.
To do this /tip every citizen on your roster 1 credit. The way the system works is you will recive an email when that citizen recives the credit. This will happen when they next logon.
So If you get an email saying Joe Bloggs has recived a credit then you know they are active.
Actually it is bank tip, I've done it to help with my PA for actives or inactives. However it isn't the best method because it only shows how much thatcharacter gets played, not the state of activity the account is in (6 month old ones get purged soon) or the number of other characters that are being played.
For instance, 3 of your citizens took a hiatus from the game but are still paying so their character is alive and they don't have to restart for the expansion, 2 of them decided to start over on Bria/play their other character a lot more this month and switch back to their "main" afterwards. These guys will appear to be inactive to the mayor doing the bank tip method but all 5 of them are still considered active by the game and much more then likely have their homes up and running for a while to come so they can return without a change.

Is this some new change, apart from the "inactive player" code that has been implemented and de-implemented on and off over the past six months?
In October any account that has been inactive (non-paying) for 6 months or more will be purged from the system in order to free up database space and return a bunch of names to the usable list.
