Hi,

short question, is it possible to gain a city specialisation skill, set the specialisation for the city, and then drop the skill, or will the city loose the spec when the skill is dropped?

You can drop the spec and the city will remain the same. At least that is my experience.

Otherwise, if a new novice mayor were voted in the city would lose all it's abilities. That would be disaster. He just can't change anything.
