I just reached city cust 3. I have some buildings on naboo and want to put some fountains etc to spruce it up a bit. Naboo is full for new cities. Is there a way for me to do this witout having to register a city? I just want to make the area look nice. Any help would be great!!!

Im a bit confused on your question but I will answer it the best i can.
If you mean register a city as put it on the planetary map,you shouldn't have to register your city to place decorations. Its kind of like placing furnature in a house, just take the decoration and use command that drops it in the city. It does add expense to your city however so don't go crazy.
Unless, you mean register as in create a new city and you're mayor in a diffrent area, you can not place city decorations outside a city or in a city that you are not mayor of.

hello, sorry to be vague!
I am a novice politician. I am not a mayour and ony have a guild hall. Is the only way I can drop decorations, to be a mayor with a city hall and 10 citizens?

As well asthe appropriate skillin politician for what you want. (think it goesstreetlamps, then fountains and statues but I kept all mine so don't bother remembering what they all do)You don't get to drop city structures outside of a city.

No I believe you can't gardens need to be placed with in city limits. which you will need a City Hall to be a town and need to be trained in(City CustomizationI)to be able to place statues and streetlamps you need (City customization III) to place a small garden.

hehe sorry read the post too quickly and responded too quickly.... No I believe gardens count as a civic structure and only the mayor can place them. you could always try to vote the current mayor out.
