Recently the mayor of the city i live in has left the guild and doesn't really have anything to do with the running of the city or guild anymore.
We are trying to get a new mayor into place.
The problem we are having is that the old mayor is still running for elections every 3 weeks.
Last time he registered only a few hours before the city update and kept his position as mayor.
How do we wrestle our city back into our control?
Does the new candidate just need to beat the incumbents amount of votes or is it more complicated than that?

Yes, it is simply whoever gets the most votes. If you want him out then run a campaign and get a candidate to run against him. If you can drum up more support than he can then you will be able to take control of your city again.
