Actually, when someone places a house and joins your city for the first time it does default. Atleast it did for us. We watched the votes change as people placed their houses. The were changing before anyone entered the city hall.

Is this true? When a new resident first declares a vote is automatically cast for the incumbent?

If they are, its a bug. I always have had to ask them to drop the house, declare residence and then go vote. Several have confirmed in the past that the vote increased 1 when they voted. If it were to have counted a vote when they dropped a house, that would have meant they counted as 2 votes.Then again..with how actively we all watch the voting term...it could be showing random numbers each time we went to check and we wouldnt know.
The voting along with many other aspects of mayorship are simply under documented, and offer no proof as to why they are as they are.

Probably. Sounds like left over functionality from before they changed it to not have automatic voting. I would consider that a bug.
