Am I guessing correctly that you can't change the name of a city once the hall is placed?
Is it possible to transfer the structure to someone else?
If the mayor happens to be a master merchant does the 60% discount on maintenance carry over to the city hall?

City name change is on the city terminal. The name of city hall y'r stuck with. Wasn't always that way and I'm not sure why it changed.
/transferstructure can only be done to an admin of a structure, and you can't admin anyone to city hall, so no.
Dunno on master merchant. I suspect not.

You can /transferstructure to anyone, on admin or not, as long as they have the lots required.

60%? I thought it was 20%... and no, the bonus doesn't affect civic structures.

It's a 20% maint reduction, and it's in Efficiency 4, not Master Merchant. And no, it doesn't work on civic structures.

Civic structures belong to the city and cannot be transferred. And why would you? The city pays maintenace and they take no lots.
