You cannot place a cloning center until Martail Policy II.
Sp there for you would need the XP to get Martial Policy II before you could place it. So however long it takes you with the amount of citizens you have to get that XP

right i read it takes 35 citizens so if i had 35 from citizens form the moment i place the city hall would i be able to learn the martial 2 im not familiar with how the xp is granted if its instant or takes a while

you need to have martial policy 2, xp is granted on a weekly basis in two ways in the 3 week cycle
Week 1: 750xp
Week 2: 750xp
Week 3: 750xp PLUS 300xp PER vote meaning you need to be registered to run in the election by the end of week 2, and need to get everyone to vote for you, after 1 election cycle you SHOULD have the xp to train up to martial 2 if you only train martial 1 and martial 2.
however I am somewhat sure you need to be either a level 2 or level 3 city to place a cloning center, someone might want to verify this point, and you can only get to level 3 if there is a level 3 spot open on your planet and only one rank advancement per week(or maybe under the new system per 3 weeks not sure, I've been a level 4 city for a while before the new system went in)

Once you go under the 35 citizen limit your "town" will degrade to a "village" (not at once ... but at the end of the 1 week city cycle) which will not hold your cloner ! I will only stay for one additional week. If you don't get 35 citizens back to get rank 3 again after one week the cloner will puff.
To get martial II (to place cloner) you will need 3500 XP ... so you will have to wait at least 3 weeks to get this much XP (you get 750XP per week plus 300XP per vote every 3 weeks after placing the city) ... but you have to wait 3 weeks to get to rank 3 to support a cloner anyway

if at any point you go below the number of citizens needed for a city level all things that are for that city level charge your city more creds to maintain

If my memory doesn't decive me only rank 4 cities have a seperate cap (because of shuttle) ... main planets can have up to 25 cities ... only 10 rank 4 (rank 3 is caped by the total amount of cities)

Are you sure this information is correct?
I have seen Cities fall, and not even have the city hall anymore, but the Cloning Facility is still standing.

If I recall corectly this is also a bit more complicated ...
Concerning real civic structures such as shuttle/garage/cloning center ... if your rank doesn't suport these installations any more then they will poof after a grace-week ...
The increased maintenance is applied to structures that are additionaly limited by number ... there is a formula where a player city can support 1+(6*rank) civic structures (including gardens) ... so a rank 1 "outpost" can have 7 civic buildings ... the city hall ... a bank ... and 5 small gardens for example ... a rank 5 "metropolis" can have 1+6*5 = 31 civic structures ... now if such a metropolis really had a city hall and 30 gardens and would then fall back to rank 4 ... 6 gardens would be "unsupported" ... now these don't simply *poof* (who is to decide which ones *poof*?) ... instead you are charged additional 75k per unsuported structure (any structure over the cap).
But still ... if a rank 3 city (=> 16 civic structures) with city hall, cloner and 14 gardens would fall back to rank 2 ... then the coloner would *poof* due to the lower rank ... and the gardens over the cap ("only" 5) would create additional maintenance of 375k per week.
