Well a couple of weeks ago our city was destroyed because our mayor leaved the game, its not his fault because we were few people.
After that, we wanted to build the city again, but sadly there was another new city very close and cannot place again the city hall. I have been searching the zone to find other good place to start a new city. But i have some doubts, and i wanna ask you before i make a fatal mistake.
The new City Hall have to be placed 1000m away from the current (total/max?¿) BORDER of other city or 1000m away from other City Hall?? I think that the 1000m away have to be from Hall to Hall, but im not realy sure.
If someone has other residence, and declares residence in the new city, will the 24 hours that are needed to revoke your citizenship allow you to become citizent of the new city? I mean, if we are 10 people to began the new city, but some of they have allready citizenship in other place, will we be able to star a new city??
And if i place the city hall, and my city grows, what happend with some estructures (harvesters, abandoned houses) that are included inside the new city borders?

You can only declare 1 time every 24 hours - which almost caused a problem when Stargate was laid down a year ago. We had this perfect spot (across the river) from where we are laid down now and thought we were 1000 m away from the city that was there (New Defiance) I believe. So - we mapped out the area for city hall made sure we had enough room - and put down our 10 houses and 2 guild halls (even had a beautiful city design completed) - in plans for the official moving day. Well guess what - we went to put town hall down and we got the nice lil error of you need to be 1000 m away from another player city. EGADs I wasnt the mayor at the time but it certainly was a stressful moment. We got lucky just across the river we were able to drop the town hall - but now all of the houses had to be moved and citizens redeclared - it worked but if I recall correctly - we had a citizen that was declaring right down to the last 2 hours of the town hall poofing.

And the 24 hour timer is usually not a problem.
It doesn't mean that it takes 24 hours till you're declared. It means if you declare somewhere it is instant, but you can't declare somewhere else for 24 hours.

So unless those people just declared in the last 24 hours in another city (or somewhere else) they have no problem declaring in your city.
