Every daily serverdown pushes the update time about 1 hour back - big downtimes push it even further (vehicle update)

City walls will not happen, ever, unless they make a code that forces players to leave an opening. The original plan called for walls to be a part of cities, but even on the internal testing they were able to grief one another way too easily.
