I have placed trainers on the steps and a base in front of the city hall. Unfortunately, the placement of the base caused the trainers to become buried and unreachable. I have attempted targeting them with /targettrainer, /target trainer, /target a trainer so that I can remove and replace them but alas they are still buried.

Does anyone know how I can target the trainers so I can remove them?

Occassionally stuff falls through ramps and foundations. Just send in a CSR ticket and let them know where the trainers are and they can come take them out or move them for you.
