If =anyone= else runs they could win with their own one vote.
If =no one= else runs, you're stuck with it.
Get someone else to register.

someone else did run with atleast 3 votes to where i did not run thats why i am confused

It sounds like you'll need to submit a CSR ticket about the issue. If the voting cycle ended (meaning a systeme-mail was sent out notifying the citizens that the elections were over and of the "new" mayor) and leadership did not transfer to the winner of the election, they will be the only ones able to fix it for you.
When you file the ticket (not /bug, although you should do that as well), include your city name and waypoint, the name of the other person who was running, the date/time the election ended (will be on the timestamp of the e-mail), and any other relevant information you can add.

I was in the process of leaving the town that i had built up from lvl 2 to lvl 4 after being mayor for a year and a half and to my understandign all i had to do was not register for the next election and who ever did and got the most votes would win??? Is it my understandig that even though i had no votes and wasnt even on the ballot mean i still retain mayor of the city is this the way its supposed to be? do we still have to have the other person win by majority vote of the citizens (which in most towns atm is impossible since all of them are about half empty) or do i have to suffer putting up with a town i have been made to want nothing to do with and the only way to actually give it up is to wait months upon months for buildings to dissapear or get even more grief by destroying one of the first 20 towns on the server?

4th day and waiting for the csr's to respond to my ticket yet 2 of my other characters tickets have been dealt with on different matter that were placed on the same day
