im mayor of a (city) so i thought for a laugh id place another shuttle port. i got a message saying your city is too small. so my question is, can a metropolis city have 2 shuttle ports?

Nope - Metros can only have 1 shuttleport.

There have been rumors of a one or two cities managing to place 2 shuttle ports a very very long time ago, but I have never seen evidence of it. I havbe never been able to place two shuttle portsin my metropolis.

You could always have a guildmate or alt drop a second cityhall and create a suburb of your city to get another shuttleport in the area. But you can't have 2 shuttleports in the same player city.
