I looked in the FAQ and saw that 55 citizens were needed for a LvL 4 "city". Just wasnted to make sure this was stillthe case, there's some debate amongst me and some friends, and I want to make sure my 64 citizens will be enough to hold the shuttleport.

Hey!

That's correct, as said already. For more info about cities etc, check out this page: http://starwarsgalaxies.station.sony.com/content.jsp?page=Advanced%20Guide%20Player%20Citiesits , it's good for any Mayor/politician Note, there can only be 10 rank 4 cities on each planet, which makes it the same for shuttles.
