Thread: How do I tell if a Planet is capped or not?

Im looking to start a small township in tatooine, on the flurry server, how do I tell if It's capped. Im not a Politician by the way.

I think the only way is to actually try and place a City Hall...
Although, on the major planets like Tatooine, chances are pretty good that it is capped.
