Thread: I'm new to the political game, so I was wondering: can you be a resident in two cities at once?
I am including a repost from a previous thread where I explain what has happened in detail. Bottom line is that you can re-declare in Mos Locos, but you will be dropped again next week, and every week there after as long as you are exploiting the dual citizen bug. Every time the system checks for 6 weeks of inactivity, it will catch you. The kicker is that it will not remove your citizenship until AFTER it checks that the city has the reqired number of citizens to maintain level 5 status. So, your re-declaring ever week will contribute to the cities population.
I have to tell you, though, that is clearly using a bug to gain and advantage (maintaining level 5 status). And that is an exploit. I'm not trying to judge you here. I'm am just giving you my opinion. My level 5 city is taking hits, too. I feel the pain.
I would like lay this out in a slightly different format from my original post. Perhaps it will be a bit more clear. This layout will assume no bugs, because Bejeesus is still getting back to us on exactly how the system is SUPPOSED to work. Until we have that information, we will consider these "Design Features." My personal opinions will appear in green, and are not based largely on limited information. With out further delay, here are the conditions that will generate a "Lost to Inactivity" Mail:
The Rightous Loss. A Player does not log into the game for 6 weeks, so you get a mail at the appropriate civic update stating he has been dropped as a citizen. Because you are on top of things, you ride out to where you know his house is, verify that it is still there, and plant a lamp post labled "This Property is Condemned" on his front porch. You then patiently wait for the maintenance to run out, and for the structure to poof so you can re-build and accomidate a new citizen. This is the way I think the system is supposed to work.
The Guy Who Left Loss. So you have a citizen that places a house and declares residency. You get a mail stating you have a new citizen, so you add him to your friends list. A few months down the road, he tells you he's leaving to join another city. You cuss him out rush to the shuttle so you can /cityban him, thus making him ride out of town on his stinky bantha. About a week later, you notice that his name is still on the "Citizen Report" in the city hall. You scratch your head, and feel sorry for all the bad things you said about him. Since he obviously decided not to leave the city. However, further investigation reveals that his house is gone. You scratch your head a little more go play with your lamp posts. What you may or may not have known at the time, is that this player had become a "Dual Citizen." That is to say, he was a citizen of his new city (the one he left YOU'RS for), but for some unknown reason was never properly dropped as a citizen from your city. This would have gone on indefinitly, if not for the hard look that was taken at your citizenship report while the system was calculating your 6-week losses. This May or may not be a bug. It may be SOE's solution to the duel citizen bug. Rather that prevent the bug, they have integrated a check with the 6-week rule to ferret out the dual citizens. Either way, you didn't deserve the citizen, and it is better that his name is taken off the roster.
The Gal You Stole. So you're snooping around one of the other player cities when you overhear one of it's citizens cussing out the mayor for not putting a BE Trainer on her front porch. Realizing that your city does not have a BE, you casually suggest to the individual that she might be happier in your town. After a little more fast talking, you both ride off to set her up with a brand new house in your city. A few months go by, and you get a mail stating you have lost your #1 BE to the inactivity bug. This is odd, because you just gave her 12,000 units of 998 OQ Carnivor Meat last evening. Being reasonably certain that this is a mistake, you cruise out to verify that her house is still there. It is. When she logs on next, you ask her to re-declare residency in her house. When she informs you that the system say "This is already your residence", you are double confused so you cruise over to the city hall to check the citizen report. It clearly shows her as a citizen. What happened her, is that she was a dual citizen, but on the opposite end of #2 above. Had you looked at the citizen report befor, you would not have seen her name on it. All she had to do was enter her house after the update, and her name was added back to the roster. The catch is, you got no mail notification. This would also explain numerous reports from mayors about getting "Lost to Inactivity", but when they check the roster in the city hall, the name is still there. What ACUTALLY happened, was that the citizen was lost, but had logged on and entered their house between the time the mayor got the mail and the time he checked the terminal. I think this one IS a bug. At the very least, there should be a "gained citizen" mail to balance the books. The whole proccess where-by someone becomes a dual citizen is a bit unclear to me, but I believe it can be avoided by having a citizen re-deed the house in the city they wish to leave BEFORE placing a house in a new city and declaring residency. This generates a clean loss of citizenship, complete with mail notification, for the loosing mayor.
So there you have it. These theories are based on testing with the cooperation of several of my citizens and ex-citizen for whom the various situations applied, as well as some of the mayors of other cities from where these citizens came and went. Armed with this information, it will be interesting to see if the rest of you can help bear it out.

You will also note that this is against the gaming policy and a "bannable" offence. Don't be surprised if you get tossed for teaching someone how to exploit either, happens all the time on Bria. But then again that would mean someone has to actually pay attention to us in this forum. As far as i can tell this would be the least of their worries it would be more of a concern to introduce Wookie armor, the corvette (stolen idea from another game that was semi successfull) and any other combat oriented garbage instead of fixing basic valid issues.
