Ok i just placed my city hall and i have 8 citizens that have rejustered as of now. I know i need 10 but one of them for some reason cant do it. He tried using the terminal didnt work. We even got hima new house and placed it and it still didnt work. I know the borders wernt the problem but dose anyone know what is? I need to know asap. Also can anyone explain the normal process for a new citizen to rejsuter. many thanks.

The way to become a citizen is to declare residence in a house that's within the city boundaries. If he's declared residency anywhere else in the last 24 hours that would be the problem. There's a timer on residency. If he's done that you'll have to find someone to replace him for 24 hours. They can then transfer the house to him and he can declare as a citizen once his timer is up.

What if he has never declared residence and placed his house in the city borders after the city hall was placed. He cant become a citizen even tho his house his in the area please help.

The way to become a citizen is to place a house within the city limits and declare residency on that house. Make sure the person is doing more than just placing the house and putting maintenance on it. They need to declare that house as their residence. It is an option on the structure management terminal in the house they just placed.
If they declare residence in the house and are still not showing as a citizen, then contact a CSR via an ingame ticket because something is either wrong with the house or wrong with your city. There is no other magic way to become a citizen. You must declare in the structure. If the player cannot declare, it is one of a few things: the player just declared somewhere else in the last 24 hours, the player did not declare even though they told you they did, the player is bugged or his house is bugged, or the city is bugged. If it's bugged, submit a ticket.
