This is the deal:
I am Mayor in a rebel city, but recently chose to go imperial. I have left that guild and the city. The city has about 105 citizens, many that are not active in playing the game.
Why can't we have an option to resign from being mayor, therefore making it easier to get a new mayor elected AND easier for me to start my new Imperial life

Because we have to wait for JTL, Combat Revamp, GCW Publish, and fixes to about 30 older professions 
At the moment only outvoting can help you, or you're lucky and reach a CSR that decides to help.

You'll just have to rally the city and get them to vote in a new mayor. I had to do that and it took about 2 weeks, but we managed to get 51%, which was enough to switch me over to mayor. This is the only way to do it, aside from destroying City Hall (and destroying the city).

Well that is what we did to get me to be mayor, took about 5 weeks. We had someone running against me, but he's on vacation. So now, there is no one running

Same Thing Happened to our city..Mayor was giving up his mayorship due to a lot of inactives and basically its a thankless job running a city.
And cancelling a secondary account so what she did was an extreme measure. She redeed the city hall!!!no more city. It will be a hard climb for you since even the inactives I think(not sure) counts as your votes by default if they do not vote.
