Thread: Imperial Mayor, Rebel city?

Our city's mayor is showing signs that she might like a short vacation from the city for a few weeks. We have someone willing to give up a couple of skills to give her a break, but we'd need to know a couple of things.

Can an imperial become the mayor of a rebel city? If so, does it change the city to an imperial one?
