1.) Is it possible to tax cloning in your city? If so, how do you set a tax for it.
2.) Is it possible to, when having the clone center crafted, rename it something else, say, Emergency Room, and have that name appear on the sign and map instead of Clone Center.

No and no. Well you can rename the deed, but it would only appear on the deed in your inventory and not on the map.
Also be forwarned that the centers are bugged for furniture movement. You can't move anything forward, back, up, nor down. Rotation is alright, but if you want something in a particular spot you have to be standing there just right. Not a big deal if you only plan on using the free storage space for crafting components / loot / packrat crap but otherwise it can be a bit tricky.
