When I tried to place these outside it didn't work. Only the tall ones seem to work. Has anyone else had trouble with the low to the ground streetlights? I can drop them inside a building and they light up but they won't place outside.

The loot schematic streetlights?
It's bugged--by mistake or by design, I'm not 100% on. It stems from the category the item is classified, I believe. The loot-schematic streetlamps end up being classified as "Furniture", which cannot be placed outside in a player city.
The regular streetlamps (and statues and fountains) fall under a different category ("Generic Item", if I remember right); that's the category that's flagged for mayoral placement in Player Cities.
I have /bug it several times in-game and in issues threads, but I can't remember ever seeing a statement one way or the other if that was intended or not. If it was intended, it seems kind of silly to have streetlamps you can't place in the street.

Does that mean that you can drop anything that is labeled as "Generic item" ?

Any of the Architect items that fall under that generic category, meaning streetlamps, statues, and fountains. It's a furniture generic sub-category, not just a generic item.

I've been naming mine desklamps and putting them on tables, but like the regular streetlights, they only come on at night.
