Is there a best order to learn politican skills? Which skill tree should I go for first, etc?

It all depends on what you want for your city. Figure out what kind of city you and your citizens want. What kind of community do you want to create? What kind of specializations would you like to pursue? Are you a crafting hub or a PvP playground?
Politician isn't like other professions that have "one way" to grind. You don't really grind Politician at all, other than campaigning for votes. You need to know what you want out of the class before you can decide what trees to take first.

Well, I definatly suggest getting Martial policy 1 as soon as possible, so that you can get some help with granting zoning rights. Being the only one able to grant zoning can be a real drag, lol. After that, I would focus on getting Fiscal Policy 2 for a bank when you reach Rank 2.
City Customization is nice IMO just for the ability to add decorations to town. You'll be suprised how nice it feels to place a few street lights and statues

I went:
1. Trainers
2. Bank
3. Essentials (cloning facility, cantina, medical facility, garage, etc...)
4. Anything else

The first leveling I did was up to 2.2.2.2 (we almost rated a rank 3 city from day 3 or 4ish). Then, since the city was still young, I went up the Martial line to 4 and placed the factional terminals. Then once our city started getting rich people and filling up the treasury, I went up to Fiscal Policy 4 and made us a Research Center. The next line will be City Customization so we can have gardens and then I'll finish out with Civic Policy last.

That's really the best advice.
I would throw in with Renea and say Martial 1 first so that you can activate your real estate agents... ummm... militia.
