Thread: Does a Sample Rich City Work For Harvesters In That City?

I ready through the FAQ and a few pages of posts, yet I could not find the answer to this question.
I'm interested in starting a city that mainly mines.
Does the "Sample Rich" city designation work for harvesters in that city?
I really appreciate any response =)

It only works for hand sampling (unless something has changed that I never heard about
)

I have not tested it myself personally, although I'm sure it has been tested at one point in time back when player cities first came out. When I was working on the updated Player City Guide and the FAQ, though, all the previous information pointed to hand-sampling only. What harvesters pull is based only on the base extraction rate of the harvester in comparison to the percentage of the resource it's on. The surveying/sampling skill of the owner and admins is completely irrelevant.
Artisans have a sampling modifier as they go up the survey tree. A person with surveying 4 will pull more resources out of a 75% concentration than a person with surveying 1 in the same location; the person with the higher surveying skill also has a greater likelihood of actually finding something to pull. A harvester on that same spot will pull resources based on their BER, which is much greater than hand-sampling, without a failure chance on extraction; the BER is determined during the crafting process, though, and does not have any player skill modifiers that affect it.
Sample Rich: Gained at Civic Policy IV, 70k per week. Sampling in the city provides 20% more resources and a 10% greater chance of finding resources.
What this suggests is that the person with surveyingskills will pull 20% resources out of a 75% spot located in a player city with this specialization that they would in a 75% location out in the middle of nowhere; they would also be 10% more likely to avoid "You failed to find a sample of XXX." The description of the specialization itself refers only to sampling and not harvesting, so I see no reason why it would apply to harvesting as well.

The tooltip for the "City Specialization: Sample Rich" ability in the skills window reads:

A sample rich city has a lot of highly accessable surface resources for manual collection. The sample rich city bestows a 20% bonus to sample sizes and a 10% bonus to extraction skill checks during resource collection using a sample tool.
