Some friends and I want to start a city centered on a shop that we've had set up for over 6 months at this point. The problem is that there is another player city that's 600m away from where we want to place the city hall. I emailed the mayor of the city, and placed him and as many of the city's citizens on my friends list as I could. I have not received a reply, nor have I seen any online activity from any of it's citizens (I've even left myself logged on overnight for the last week, using a macro so I could go back and check my log to see if they had logged on).
If these guys never log on, will the mayor just hold his position and the city remain in place until the money in their banks runout? Will the city never disappear if these guys have huge bank accounts?
We have a good customer base for our shop, so I'm really hoping we don't have to find another place for our business.

To some degree. As long as the city treasury still has money, the city will stand regardless of who logs in or not.
If you want to check whether they've logged in or not, you could send a 1 credit bank tip; bank tips don't process/send e-mails until the person receiving it logs in. Mayor's sometimes use that trick to check on active/inactive citizens.
You might also try joining the city and running for mayor. If zoning is enabled, you'd have to find someone on militia though in order to place a house and become a citizen.

Well you could go over to the other City Hall and see how much maintenance they have left using the city terminal. If the city truly is dead, it will be just a matter of time before the funds expire and the city limits begin to shrink and its civic buildings go poof.
But I would venture a guess there is a cpl people still over there pumping money into the treasury occasionally
Also, if they are using the tax system, the city can live a LONG time off property tax collected from all the dormant buildings (as well as income taxes)
