How do non resident housing work in Cities? Do they count for something?

Does it matter if there in or outside the radius?

There a Pro or Con one either way?

Do you need a certain amount of "citizens" AND "other" houses to get to the next rank?

I mean non resident, such as a second house for storage and factories.
