This is great - punitive treatment for trying out buggy city specializations. Clone center was ridiculously priced (80k/week for a supposed 20% a clone fee you won't be paying very often anyway), and it didn't even work.
So now I've spent a large amount of skillpoints on Manufacturing center, but come to find out we can't use THAT for another 4 days (I turned off clone center a couple days ago due to the expensive and non-functioning nature of the thing).
REALLY annoyed. My city has been waiting for this for weeks. There was only a brief mention of any sort of timer, and certainly nothing to indicate such a long wait - an eternity in the weekly grind cities are in right now. We'll qualify for research before we can use the points I just spent on manufacturing.

Woah, there is a timer? What is it, 7 days?
I am glad we didn't bother with the clone lab spec, we thought about it but decided it wasn't worth the money for our city. We do have the assembly bonus active as of todaythough and will want to move to the experimentation bonus next week. Anything special we need to do to switch?

7 days. Not once per city growth, or once per 24 hours or any of a dozen other reasonable choices. And the thing didn't even work. and something else this means is that, given the nature of weekly updates, if we expect to qualify for research next week, in reality choosing Manufacturing would delay that as well. So it's more like a 2 week delay, if you care about something new coming soon.
