Even a change to prevent those under the effect of /cityban fromcloning in the local station still leaves a lot of grief-tactic wiggle-room in the PC based militia system. Astrong NPC patrol which could agro onagressive NPCsor PCs under the effect of a /cityban may be a nice feature to consider if the current militia system is being ditched.

I'd rather see an NPC militia be considered *in addition to* the current militia system. There's nothing wrong with the current militia system - some bugs and other issues just need to be resolved first.
