I know there is a large concern with a lack of response on this issue, so to help alleviate the frustration I'm letting you know that the problem is now actively being worked on. I got my ticket answered a couple of days ago. The CSRs checked the logs on our city and the city registration, butcould not locate the information in memory that was locking the cloning center. I am now getting updates daily on the situation, if you have anything particularly strange about your particular problem please post it here and i'll pass the information on. Otherwise stay tuned i'll let you know as soon as they provide a fix.

Just to further update this... I've emailed a CSR a few times who seems to be in charge somewhat...

He has told me that they have gathered info, and are aware of the problem... he has tried everything on the CSR level, but it's something the Devs need to fix... the Devs are also aware of it and are trying to work on a fix.

I had a CSR come out to our city even, give me a deed for a new cloning center to see if I could place it... I could not... so they are trying, but I think right now it's out of CSR's hands, and in the hands of the Devs...
