In a big PVP battle, with imps and rebs, neutrals can join in by being in the militia and city warning. This has happend many times and makes it so Neutrals can side without actually joining a faction. This is not what /citywarn should do. I see no reason to be able to attack somone because they are in your city. Sure, ban them, but not kill them.

The city warn is the ability to remove unwanted person form the city. For example if neutrals found rebels and imperils fighting in their city then they can effetely remove them. it has noting to do with the GCW however it is an aid if the town happens to be on one side or the other.
