First of all is the city cap going to be lifted this week? And second, when we do place our city hall I have 60 people right where we are placing the hall, will the city automatically grow to level 4 or is it progressive?

Dunno about the city cap lift date, but the second answer is no, you go up one step at a time each week.

You'll also go right back down a level at a time as you slowly lose your city to the still unfixed drift bug. No point building one, they're just letting them dissolve anyway.
