True or False?

No, I dont believe so.

City decorations must be "placed", while anything in city hall is "dropped".

Having said this, I ahve not tried to "place" a fountain inside city hall, but I had dropped one before.

I checked this yesterday. Items in City hall are items. They do not count as decorations. My decorations count equals what I have outside, but does not include the items I've placed inside City Hall. Also, if you pick up an item outside instead of removing it, and then have trouble placing it again, it appears you can fix that by going inside city hall, dropping the item, and picking it back up. It resets the radial menu and you can then place it outside again. It also corrects the count on the city hall menu.

Someone at SOE needs to pass this information along to the CSRs. I am being charged for 12 Decorations, yet have none placed. I do have 15 or so inside the City Hall. Funny thing none of them are gungan statues (which I am being charged for). I have had 3 or 4 CSRs tell me "It is working as intended.".

Did you use the place option when dropping them? You can "place" things in a city hall, if that is what you click.

No, I always use Drop. I have decorations in the city hall, my pa hall and a bunch of citizens do also. I think I tried using Place once and it said you could only do it outside

When you bring up the radial for the decorations in the city hall, is there a remove option? If so, try removing it (should go back into inventory), then dropping it again...maybe that will help.

Pick up the items in your city hall and re-submit the ticket. The CSRs can't say it's working as intended if there are no items for them to point to as the problem, even if they're wrong about the items they're claiming are causing the problem now.

Don't just pickup the item, you need to remove it. Picking up a decoration just means it is being moved and not removed from the city. The only time you should just the Place option is when placing decorations outside of a building.

Which is exactly the only time I have ever used it
