if you have a griefer, definitely don't turn off zoning rights. You don't need to do that for them to redeed their house and you just open yourself up to much more antagonistic greifing by him placing additional structures in very undesirable locations.

I found out last night why houses don't poof if maintainence doesnt get paid.
One of my citizens sent me a /tell asking me why his bank account was being attacked by the city hall. I was on another planet and had to make the trek by foot only to find out that his maintanence had run to 0. His account was getting penalized 100cr every half hour or so, and the message came via System Message.
What this means to me is that if I have a griefer in my city I effectively can only get rid of them by turning off zoning rights and ask him/her to move thier house. If they choose not to and have deep pockets and patience, then the house will stay along with the griefer.
