If some of my Citizens are out of the game for a period of time and the bank balance drops to zero, what happens when the Income Tax needs to be paid?

We have over 100 members in our PA, some of them are in the armed forces or work away from home for extended periods etc. A couple of them have asked what will happen if their account is still open while they are away but there's no cash in their bank. They would like to retain their houses in the City and have someone else look after the maintenance for them. We don't really want to start removing and replacing houses when they come & go.

I have no idea what happens, and don't remember ever seeing anything posted on here about it. Does anyone have any idea?
