is the city cap the same as the outpost cap, I remember along time ago that you could be an outpost but were gated by higher ranked cities.

Not on Dantooine, Rori and Lok where the planet city cap is 50 player citeis. There are nowhere near 50 player cites yet on these planets. Of the 50 player cities, only 20 can be lvl 4 and 5 and have shuttle ports. The remaining 30 cites are capped at level 3 cities and below.

Yeah - outpost is just the rank name for a rank 1 player city.
