If I wanted to vote out our current mayor and lost. would she be able to disband the city or cause major havic?
Also, If a novice pol. won, would there be any penalty? loss of buildings and what not?

If the current mayor realized that she was about to voted out, she could destroy the City Hall and the city with it. If you acted quickly enough, you could place a new City Hall and be the mayor... but would need 10 people to claim residency in a 150m radius within 24 hours.
If a Novice Politician wins an election you do not lose anything. You just will not be able to add anything until you reach that skill.

By default, the mayor owns the City Hall and (as mentioned) can destroy it. Destroying it does disban the city and you would need to place another City Hall and have 10 citizens to vote for you.
Most mayors also own and could possibly destroy these too:
- clone center
- shuttleport
- speeder garage
And lastly, the mayor can remove playersfrom the Militia and or enable zoning -making it much moredifficult to outvote him now or in the future.
So yes, they can create major havoc -if they wanted to.
If a mayor leaves (even if a Master Politician) and a Novice politician is voted in -there are no penalties and the city stays as it is.
The only thing tomake note ofis that the new mayor with Novice politician shouldn't redeed or remove anything that iscurrently in place until they are qualified to place it.....
