Can you be a citizen of 2 cities at once? I dont' think so, but rather than getting into a p*ssing contest, i'd like the correct answer.

There's a dual citizen bug right now. Technically, no you cannot. However, depending on how people leave a city, they don't necessarily drop off the citizen rolls. They get the old city emails, etc, while a member of their new city.
