As part of the way to bring more people into player cities, there should be a tax on all vendors placed outside of a player city. Call it an Imperial Sales Tax, and set it at 20%. That way, merchants who want an advantage will want to sell items from within our cities, where we can set our own sales tax - and still make a profit for our treasury.
Think about it. In real life, I live in the NY area, and people drive across the bridge every day to NJ to buy goods at a lower tax rate.
Why would people want to buy goods from a vendor in a town with 5% sales tax, when just outside town the sales tax is 0???

I like the idea, i think it would work well.
However, imagine the uproar you would hear as a result of this. It would be instanlty labled a "huge merchant nerf that will ruin the game." There would be screams of account cancelations people damaging thier caps lock button on thier keyboards in an attempt to scream on the message boards, human scarifice, dogs and cats living together..... mass histaria
Honestly and seriously its a good idea, and we do like new ideas here in the politican forum, there has to be incentives for living in PC's. However, i really don't think this specifi idea would float.

it's important to bring people into cities, but folks who decide not to join up should not be punished. I'm pushing for more benefits for PCs, which is probably a better approach.
