sweetie, it's only been slightly more than an hour since your first post... no need to bump.
I'm also not sure which of the questions you want answered. the first can be found in *the* sticky, and the second question is personal preference.

Wanted to clear some things up for ya... for guilds (PA's) you need at least 5 ppl to form your own guild. So if ya think your gonna be running around with just you and your friend having the same guild title and have the benefits of guild chat, that isn't how it works 
As for the city.. you need a City Hall (not redeedable) so make sure you place it exactly where you want it, or you'll be buying another. You need at least 10 citizens within 24hrs of placing the city hall or the city hall simply "blows up" 
You start out as an outpost and then whoever has the Novice Politician skill will get the xp weekly for Politician Advancement. But you do need someone with at least the Novice Politician skill to even consider forming a city. The more citizens you get the more your city grows. And if you don't plan on being a large city and just a close group of friends i suggest that you get within the 1000m mark of a shuttle to avoid lots of travel. Although the traveling can be the fun part

I just wanted to add a few things to what ~chasity~ said , I noticed you talked about a shuttle possibably . That would require a rank 4 city , population min is 55 for that . So if you wish to remain small i would also say get close to either a spot you plan rarely to leave or close to a shuttle . If you think you can handel a larger city i would plan on loose a master cause for a rank4 city im sure the residents will want a few perks like clone , bank , mission terminals an so on .
One last thing to note is (if i remeber correctly) Tat has a max limit of 10 player city shuttles or 10 rank 4 towns , so you might look an see how many there are already an try an figure if you can even place one befor you think long term on that (most tat cities i have seen once to that rank praticaly never loose it) .

If I were you, I would search the Knowledge Base for things like:
- player city
- city hall
- city cap
- city ranking
Seach this forum also - these questions have been answered a million times.
Going Politician means - you're gonna sacrafice a profession. Good thing (for now) you can surrender most of your polit skills after you've mastered it.
Start recruiting.
