If you place anything that prevents them from entering their homes, expect a visit from a CSR. If they are naming their houses with slander then submit a CSR report.

There are about... 7 or 8... probably more by tommorrow grief houses outside of my growing city.
They are all about 1 - 10m outside of my range and will encompass the houses.
Normally if they were houses there before or such or just peoples houses I wouldnt care.. but in fact they are an opposite faction and all the house titles have slander and such on them.
Any ideas, or do I just have to block them with lampposts, completley freezing the idiot's lots never allowing them to get back in?

My city is a declared Rebel city. Recently we had a player "con" one of our militia into granting him zoning, and then have the house transferred to a known Imp player, who was also citybanned.
Numerous CSR tickets resulted in the reply of
"this type of hostile takeover of a city is part of the political intrigue of the game"
I ask you?
Anyway, through diplomatic channels, the issue was eventually resolved.
Bottom line: Don't expect too much help from the Devs, while they were indeed sympathetic to our cause, there is not a lot they can / will do in such situations.

Just out of sheer curiosity, has anyone suceeded in mounting a hostile take-over of a city?

Hostile takeovers like dropping 7 bases and 2 hospitals and 2 forward HQ's on a city limit worked on Tatooine on Flurry. But when it was repeated again they were destroyed and the guild even died. So not sure its a sound strategy without a close cloning center.

The CSR's and or Dev's will do nothing about the people placing houses on the outskirts of your town even if it was intentionally done to grief you. About the only thing they would do it change the name of the houses but they will not remove them or make the players remove them. They will tell you its all part of the game and you should expect it and deal with it, maybe not in those words but basically the same message.

That's because it is part of the game. Election process and all that.
Though, of course, it's hard enough to get a FRIENDLY takeover of the city to happen, let alone a hostile one. The hostile ones would certainly have to outnumber the people currently in the city for that to happen. If it's only 8-10 houses, then it's only 8-10 citizens more. If your base city has 25-30 people, you don't have anything to worry about.

yes our guild absorbed another guild on corbantis. they ended up moving the city due to this sametactic by members of a nearbye imp city.
the guild leaders ended up moving the city to another planet.

On Scylla, KOTOR's city on Naboo was undone by this sort of thing, then also their city on Lok. They now mostly reside in a city on Dantooine that was already on the verge of metropolis before someone figured out they were moving there, and they have over 130 residents so it probably won't be a problem again.
The only way you will get houses removed is by talking to the people doing it yourselves. The CSRs will do nothing about it. You're on your own with this.

its been done repeatedly on sunrunner using harvesters... much more deadly with harvesters... we have also "seiged" a couple of cities legitimately with turret blocks and repeated attacks till they crumbled... i have never agreed with the devs "democracy is right" standpoint on player cities... for dictatorships like my city being griefed would not be worth it...

i had this problem and it can be solved 
expand your city so there hosues are within limits put the housing tax up
