Ok, on screenshot of the day, pic 491 there is a shot of a player city with banners outside, why cant i do that in my city?? does anyone know

It was probably set up temporarily by Pex for a special event. That is currently the only way to place that kind of object outside.

I wish they would give us more power so we wouldn't need a dev to come in and help if we want to throw a cool event in our own town.
