Hello everyone,
I am hoping that someone can give me a good idea here, because I am not sure how to approach this. Anyways, to the west of our city, there are quite a few harvesters that I fear were part of a cross server lot trade. We're talking about 30 or so harvesters here. Of course, they are in the way of our city progression, and the owners are never online. Does anyone have some ideas as to what I can do, because our city is going to begin running into problems soon if we cannot provide a solution. I guessed something like property taxes, but I think that will have too much of an effect on my citizens. If at all possible, I would like to take care of this situation with minimal impact on the city and its citizens. I thank you all very much in advance for any help you can provide.

Well, if your about to expand and incorperate them into your city, the owners will eihter a) see the property tax and hopefully relocate or b) see the property tax and come to you to see if it's OK that their in the city.
You mentioned that the owners are never online. Are you going by the name on the harvester or do you actually have the names of the people who placed them? If all else fails, e-mail your citizens and see if anyone has noticed someone maintaining them. If so, contact that person. When we went to level 5 with Alacio Island, we got a few factories. Luck for us, all of them where owned by citizens and relocated quickly.

Yeah, I actually have the names of the folks that dropped them. They are never online, so I am not sure what to do. If I set the maximum property tax, how does that work with harvesters? Any other ideas folks?

Never being online is a classic problem with having different time zones, chances are these people are in bed when you are playing and vice versa. The fact the harvies havnt blown up yet means they must come online to maintain them, unless there is a load of smoke coming out of them.
Sorry if I overlooked this from your message, but have you tried emailing them? The advantage is of course you have their names, so dropping a polite email never does any harm and you definately cant be accused of griefing if you put it in a polite manner.
If they dont reply then there is nothing more you can do, except bump up taxes which only effects your current citizens and causes you grief when refunding them! I tried this and was a total nightmare and the harvies were still there weeks later! They hadset name changes so didnt know who they were.

Yeah, unfortunately this sounds like I am in for a fun time with this. I did e-mail the three people that dropped these harvesters but I have never heard a response. I have had guild members on the lookout for them at all hours of the day and night but alas, I have come up empty handed. I fear that if these were indeed cross server lot trades that there is most likely a huge amount of maintenance paid up on each harvester. My guild leader contacted everyone last night in preparation for the upcoming taxes. We will of course be sure that all citizens are compensated for in the event that they may not have money to pay the steep tax.
Another question:
If I set a 50% max tax rate, can anyone tell me exactly how much will be taken each week from the harvesters, homes, etc?

I had a similar problems with someone planting several Fusion reactors literally on our town borders a week before we were due to go up a rank (and, i suspect if zoning wasnt on, they would have been been closer)
I tried a passive approach by deploying a couple of personal harvesters in key places to hinder the placement of further heavies.I renamed each one something like "THE TOWN BORDERS ARE EXPANDING ON [date], PLEASE CAN YOU MOVE OR REMOVE HARVESTERS"
It kinda had an effect, no more were placed (though some were a short distance away) Most of the harvesters were removed before the offending resource despawned, but not immediately.
Harvesters are subject to the same taxes as other structures, though you may get complaints about griefing if you were simply to go ahead and bump up taxes to max, unless of course you put a tax disclaimer on a harvester like above in advance, or mail the culprits if you have their names. If they dont respond, its their fault then, and the town funds get a nice boost

If they are cross server lot trades the people who own them will never be on anyways, sorry if you checked into this already. I have 20 lots traded with friends on other servers, not in cities, and their names show as owners, but I am the one maintaining them. You should keep any eye out for someone lurking around them who is maintaining them.
If you do boost taxes you can always refund the money to your citizens and collect on the harvesters. Even with taxes though, if they are cross server lot trades then it may be difficult for them to move them and of course they may be unwilling to do so.

there current mantinence +50%. Small house at 16creds/hour normally, goes to 24. etc....

I feel your pain. There is a static field with about 60 harvesters about 100 meters from my guilds hall ( the city hall was placed abotu 20 meters from that) We have been in that are for the last year and the day before i place the city hall i went and checked out the whole area and decided on a place to put the city hall. So I did, and i got about 40 emails saying structure added. Well i found out who they belong to (the person on our server not the guy he traded with), so i contacted Him. All he said was that they were part of a cross server trade.
So because he decided to put them so dam close to our guild hall and city hall, our city is basically screwed on expansion for that direction. Our city is on the kettemoor server and is 1200 meters south of Kaadara. Its sad to see that cross server trades are screwing up the land in this game. I just wish Tenki would have offered to move them further away, or would have bothered to think this may be a problem for us. I have never placed harvestors anywhere near a populated area and never will.
Basically my only option now is to tax the heck out of em and reimburse my residents the money they get taxed.
I wish there was something in place to make it so static lots cannot really be static. Like extractors have to be moved every 60 days or something. At least this would help aleviate the problem.
