OK I know that this is proably some where in the FAQ but I cannot find it. I want to know what a city population needs to be before they can get a shuttle port? Or is it based on the city rank, and if so what does the city rank need to be?

It is possible to place a shuttleport at city rank 4 (55 citizens).

However, there is a cap for each planet as to how many level 4 cities there are. I believe it's 10. So you can easily reach that 55 mark, but if there are already 10 Level4 cities, you won't advance until one of them drops.

and to mention that the caps on some planets and servers are badly bugged
naboo/bria has atm 9 lvl 5 and 3 lvl 4 cities
but csr / dev don t care

I beleieve the city caps are different for starting planets versus the others. Found these limits below in another post, but not sure how acurrate.
Tatooine: 10
Naboo: 10
Corellia: 10
Rori: 25
Talus: 25
Lok: 25
Dantooine: 25

This can lead to headaches and fighting between cities. On one server Tatoone had reached the shuttle cap. One day, do to a bug or server reset of some kind, a city lost it’s shuttle and the next day, before the mayor could log on, someone else had placed a shuttle in a nother town. It got real ugly.
