Not really a list available. However, only the mayor is able to be admin on a city hall. You might try the /paymaintenance command, but because it's a city hall it may not work. Sounds like you got a form response, and you may need to re-submit the ticket, and keep up after them to get it looked at. At worst they should be able to give you a new city hall deed so you can try again.

Just an FYI that is not bugged. City Hall is designed so that only the mayor can ever be admin.

They changed it because when player cities first went live some players abused it and would ban people from city hall thus preventing them from voting for their challenger.

Another piece of info for you - you cannot grant zoning rights if you are in a building or outside the edge of your town

To my knowledge, there is no maintenance for the city hall. If there is one, it's going to come out of the City's treasury. You'd want to access that by going to the city's terminal and adding from there. And correct, the only option you should have on the structure terminal is to destroy the city hall. If you get a chance, check out the City and Politician faqs on this forum. It's very helpful and should cover a lot of what you may need to know. You can find the last one here.

so the only option that should be their is the one to destroy the building?

because its a pain typing in a command to pay some maintenance

Yeah that is the only command needed. To pay maintenance you pay it at the city management terminal in the other side of the city hall. The City Hall does not have it's own maintenance fund, but rather one for the whole city.

yeh thought that might of been it at first once a friend ingame told me but i couldnt do it outside either and was unable to add anyone to miltia.

unfortunatly the city got destroyed lol as i only managed to find 8 online guildies within the 24hrs at the time (might be cool to lower these restrictions now that people are leaving the game in droves) so need to spend another whole weekend trying to find myself an architect who will make me another deed

Why don't you try and join another city?

The idea of having only one guild in a city can work and there might be good reason for it... but more fun comes from having more then one guild and challenging people for the mayor position
