I know I don't like having to deal with it, because I wish to think I'm a mayor and not a judge, but it happens from time to time, even in my small peaceful little city. And lately I've had a very big argument that the ripple effects from which ended up ripping apart a guild that is in our city. The city it's self seems to have managed to press on, but it's just sad that a guild has fallen apart because of it.
Mainly I just wonder what you do if you get word of citizens arguing, fighting, and even attacking one another. I took a rather pacifist role, maybe I was wrong to do so and should have gotten more involved? I sent out a stern message to all citizens going over some of my town's rules, specifically along the lines of overtness and that the reasons these people where arguing in the first place was very petty and a waist.
I don't want to have to go so far as to have a trial or kick people o ut of town, but there aren't a whole lot of options available to do enforcment of rules in town. It feels like the only thing I have in my arsenol is city ban anyone who does anything wrong which seems to be a bit extreme sometimes.

Aside from just talking to the involved parties there isnt much *to* do .
Without knowing more Im assuming that you have a city or that guild at least with mixed factions and some were overt and attacked each other.
Again , there isnt much course of discipline when your rules are broken , it should be up to that guild to keep theirs in check - as they have to rely on you for city facilities and zoning...

It really depends on the situation. We have structured our city council with a cabinet and a committee which includes PA reps. There is also a separate administrative office.
The cabinet includes the following posts:
Mayor
Business Relations
Community Relations
Chief Constable
Arbitrator
If anyone in the city has problems that they cannot resolve between themselves, they are expected to contact the Arbitrator who as a neutral party will try to come to an arrangement. The following mail was sent to all citizens:
At the end of the day everyone has to take responsibility for their gameplay...I hope that helps!

A common saying is:
If you are not part of the solution... you are part of the problem.
The past few months we have all become weary of the growing dissatisfaction through people airing their laundry in public, failing to talk face to face with the person with which they have a grievance and the like.
To combat this... the new city council now has an arbitrator.
If you have a problem with a fellow resident please do the following:
Go to OOC and let them know there is a problem. - We are not all mind readers so by informing them of the problem in a rational and reasonable manner, you give them the opportunity to rectify it.
If you are unable to settle the problem between you, please call in the council arbitrator. It is their job to listen to both sides of the argument and make a decision based on the evidence.
In the rare instance where neither of the above solve the problem, the matter will be brought by the arbitrator to the city council cabinet meeting. Decisions by the cabinet are final.
Be part of the solution and communicate, communicate, communicate!
Note: Communicating is a two way process that requires listening and understanding too!
At the end of the day everyone has to take responsibility for their gameplay...I hope that helps!

Yeah,
there really isn't much you can do. cityban only works on non-citizens, citywarn is gone, you can RP solutions but not everyone RPs. It really is hard to do anything concrete because of game mechanics.
Whether you take a more prominent role in such matters or not is really up to the individual politician. Not everyone is the same.
Rule how you want... you never know, you might get voted out one day... I should know
