Thread: New Player-City Civic Structure Limits How a few merchants can bankrupt a city
I'm assuming that player tents are going to be changed from civic structures to non-civic structures. If they are not, they can be used to bankrupt any player town that is growing. How? I'll explain.
Tents are buildable outside of a city radius. Place tents near the city and wait for it to grow. Once you're inside of their radius you'll push their civic structure limit over the 1+(2*rank) line. Most cities will be near the limit anyway. They'll be forced to pay 75k penalty for each structure over the limit. One merchant could cost a city 750,000 per week in penalties.
Civic structures are not placed by citizens, they are placed by the mayor. The following structures are civic:
City Hall Bank Shuttleport Cloning Facility Gardens
Hmmm.... I'll just have to make sure the militia blast any merchant whose not a citizen if he tries to get too close! ![]()

My city has had 6 tents while we were rank 1 and 2 and no penalty.
Civic structures can only be placed by the Mayor.
Tents ARE civic structures on the live servers. They're counted in the civic structure count listed in the town hall. Also, the limit on civic structures and the 75k penalty isn't on live yet, so there is no way to test this on live yet. PSchirf's post is correct and needs to be tested.
It appears that the formula was changed today. Yesterday I had 10 civic structures in Fairfolk. Today we have only 8. It looks like this has just become a non-issue.

This is still not true. Check your civic structure count in the town hall. Some of the buildings placed by players are counted.
