If there are 15 cities capable of growing to the next level, but the cap is 10, how is it determined which city will get to grow? We are at 55 declared residence, and I would hate for 10 other towns to have 56+ declared, and we won't be able to grow.

That is only for the 3 main planets. However, right now that isn't in effect, the cap on those planets is just a straight 10, from outpost to metropolis, unless you are on Ahazi, where the cap seems to be really screwed up.

However, when the situation does arise, I imagine the answer is quite simple - whoever gets there first. Remember, everyone doesn't grow at the same time. Everyone is on their own 7 day clock.

I'm sure it's first come, first served. The first cities to get updated will get first shot at growing. Once all the spots are taken, it's tough luck for the next city to qualify. There's really no other way to make it "fair."

So in theroy, the newer cities have the advantage, since their clock hasnt lost the 1 hour +\-a day time.

By time this is patched, we first cities could be verry well be3+ days behind in vote.

Aldure, not really. Remember they have to go through each city cycle. So the newest cities can't jump from 1 to 3. All the cities that were placed on 11/13 have a huge lead.

After that it is all going to be decided by luck. Say one city drops below the threshold. The next city to update will be the one to grow. Not the oldest, not the biggest, just the one that has its update next.

You got it. That means round 2 of the city race will happen as soon as patch happens.. Because the first 10 are a shoe-in if they can get the population, that leaves 5 slots for rank 3.. So even if you make the first 10, you could still miss out on being the first 5. After that, being first STILL matters, because they will have the whole week for a city to drop below their cap, while the cities after them will have between a few seconds to a few minutes.

If one of the first cities has lagging growth such that the newer cities caught up to them then yes, they would be at a disadvantage. (Assuming the patch happens on Thursday.. If it happens on Monday, the old cities would have an advantage.. Tuesday or wednsday it would be a toss-up, as they would have about equal time) However, if a city is taking that long to grow, they would be at an even BIGGER disadvantage if they were in the second round.. If they had several weeks headstart and didn't make the cut, I wouldn't lose any sleep over it.
