Started creating a millitia last night. At first glance this looks much like signing up PA memebers w/o the delegation of autority. Is there anyway to give a millitia member the power to sign people up, or does it need to be the mayor who does this everytime?

Yes, I'd like our Chief to be able to add people as well.
