I am starting a city and I was wondering if I need to talk to a Architect or something to get one or what I need to do to get one. Thanks for any feed back.

Yes, an architect will be able to make one for you.

Kaliska, great architect, some of the best prices. E-mail her and she'll give u a good deal. Started a new player city myself outside Theed a few weeks ago, 95% of the buildings there were bought form her, and I know I saved a crap load.
