pretty obviouse isn't it

but buy tough ones cuz out of my experience the small bases dont stand a chance .. 2 days and i lose all 4

Yes you can, provided you have zoning from mayor or militia (if the city has zoning enabled). They have a rather large footprint, but if there's room there is no restriction on placing them inside of a city.
